This cartoon is saying that the U.N is not going to help until there is already peace in Darfur. From doing research I have found that the U.N is avoinding his conflict.
The picture that is showed here is that no one has yet to act on the the situation in darfur. This is very important because if no one tries to help then nobody will stop the situaton. The government cant help because apparently there trying to supply the Janjaweed with supplies to continue the genocide, once again another important picture
